These include VLOS flights performed for both &#8220;commercial&#8221; and &#8220;recreational&#8221; purposes. However, <strong>the obligation is to register the Operator of a drone<\/strong> equipped with a camera and\/or heavier than 250 g on the website drony.gov.pl, <strong>have appropriate competences<\/strong> (e.g. familiarization with the operating manual or have a certificate of completion of free training) and <strong>report each flight in the DroneTower mobile app.<\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8786c77 elementor-widget elementor-widget-heading\" data-id=\"8786c77\" data-element_type=\"widget\" data-e-type=\"widget\" id=\"ogolne\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Basic information<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-929ea63 elementor-widget elementor-widget-text-editor\" data-id=\"929ea63\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>Operations in the &#8220;open&#8221; category may be performed <strong>only within the visual range<\/strong> of the pilot or an observer standing next to the pilot, <strong>up to a height of no more than 120 meters<\/strong> from the nearest point of the earth&#8217;s surface, <strong>with drones weighing not more than 25 kg.<\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c7f4ac4 elementor-widget elementor-widget-text-editor\" data-id=\"c7f4ac4\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>The &#8220;open&#8221; category is divided into three subcategories: A1, A2 and A3, based on the operational restrictions and requirements to be met by unmanned aircraft system (UAS) as well as drone pilots:<\/p><ul><li><strong>A1<\/strong> \u2013 Flying over bystanders is permitted (with certain restrictions), but flying over assemblies of people is not allowed.<\/li><li><strong>A2<\/strong> \u2013 You must not fly over people or assemblies of people. The minimum horizontal distance from people is 30 m or 5 m if the drone has a flight speed limiting function;<\/li><li><strong>A3<\/strong> \u2013 You must not fly over people or assemblies of people. The minimum horizontal distance from residential, commercial, industrial or recreational areas is 150 m. &#8220;Assemblies of people&#8221;: gatherings in which the density of people prevents their movement.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c0dbba0 elementor-widget elementor-widget-video\" data-id=\"c0dbba0\" data-element_type=\"widget\" data-e-type=\"widget\" data-settings=\"{&quot;youtube_url&quot;:&quot;https:\\\/\\\/www.youtube.com\\\/watch?v=l6xHV61jwGo&quot;,&quot;video_type&quot;:&quot;youtube&quot;,&quot;controls&quot;:&quot;yes&quot;}\" data-widget_type=\"video.default\">\n\t\t\t\t\t\t\t<div class=\"elementor-wrapper elementor-open-inline\">\n\t\t\t<div class=\"elementor-video\"><\/div>\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9980ed2 elementor-widget elementor-widget-heading\" data-id=\"9980ed2\" data-element_type=\"widget\" data-e-type=\"widget\" id=\"operacje-w-kategorii-otwartej\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">Drones with which you can perform operations in the \u201copen\u201d category<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d80e2b8 elementor-widget elementor-widget-text-editor\" data-id=\"d80e2b8\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>Drones with which operations can be performed in the \u201copen\u201d category must meet the following conditions:<\/p><p>\u00a0<\/p><ul><li>to perform flights based on the provisions of Article 20 of COMMISSION IMPLEMENTING REGULATION (EU) 2019\/947 of 24 May 2019 on the rules and procedures for the operation of unmanned aircraft;<\/li><li>to belong to one of the \u201cC\u201d classes defined in COMMISSION DELEGATED REGULATION (EU) 2019\/945 of 12 March 2019 on unmanned aircraft systems and on third-country operators of unmanned aircraft systems or are constructed for personal use;<\/li><li>Have a takeoff weight of less than 25 kg.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9b559ca elementor-widget elementor-widget-text-editor\" data-id=\"9b559ca\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>Other requirements of the \u201copen\u201d category can be found in Article 4 of COMMISSION IMPLEMENTING REGULATION (EU) 2019\/947 of 24 May 2019 on the rules and procedures for the operation of unmanned aircraft and Guideline No. 7\/2024 of the President of the Civil Aviation Authority dated May 20, 2024.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e312913 elementor-widget elementor-widget-heading\" data-id=\"e312913\" data-element_type=\"widget\" data-e-type=\"widget\" id=\"rejestracja-operatora\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h5 class=\"elementor-heading-title elementor-size-default\">Operator registration<\/h5>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e1f9db6 elementor-widget elementor-widget-text-editor\" data-id=\"e1f9db6\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>An operator of an unmanned aircraft system could be compared to an airline that owns many planes but does not fly them themselves. It is done by pilots who acquire the required ratings to fly the aircraft during courses and training. It&#8217;s very similar in unmanned aviation community.<\/p><p>European drone regulations have made it mandatory to register operators, i.e. individuals or legal entities (e.g. companies, public institutions) that \u201cintend to operate at least one unmanned aircraft system.\u201d<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f8bd14a elementor-widget elementor-widget-heading\" data-id=\"f8bd14a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<span class=\"elementor-heading-title elementor-size-default\">Mandatory operator registration is subject to:<\/span>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-17e1b36 elementor-widget elementor-widget-text-editor\" data-id=\"17e1b36\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<ul><li>in case <strong>the weight of the drone is 250 g or more<\/strong>, or in the case of a drone that can transfer kinetic energy of more than 80 joules to a human during impact;<\/li><li>in case the drone <strong>is equipped with a sensor capable of collecting personal data (e.g., a camera)<\/strong>, unless the drone which is intended for children under the age of 14 according to DIRECTIVE 2009\/48\/EC OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 18 June 2009 on the safety of toys.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4eaf9ca elementor-widget elementor-widget-text-editor\" data-id=\"4eaf9ca\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>This means that the requirement to register as an operator does not apply to us when we intend to fly:<\/p><ul><li>a toy;<\/li><li>a drone lighter than 250 g (or one that can impart kinetic energy of less than 80 joules to a human on impact) and is not equipped with a camera.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-649fa76 elementor-widget elementor-widget-image\" data-id=\"649fa76\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"image.default\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<a href=\"https:\/\/www.pansa.pl\/wp-content\/uploads\/2025\/04\/potwierdzenie_rejestracji_operatora.jpg\" data-elementor-open-lightbox=\"yes\" data-elementor-lightbox-title=\"potwierdzenie_rejestracji_operatora\" data-e-action-hash=\"#elementor-action%3Aaction%3Dlightbox%26settings%3DeyJpZCI6MzkwMTIsInVybCI6Imh0dHBzOlwvXC9kZXYucGFuc2FwbC5wYW5zYS50ZWNoXC93cC1jb250ZW50XC91cGxvYWRzXC8yMDI1XC8wNFwvcG90d2llcmR6ZW5pZV9yZWplc3RyYWNqaV9vcGVyYXRvcmEuanBnIn0%3D\">\n\t\t\t\t\t\t\t<img fetchpriority=\"high\" decoding=\"async\" width=\"1501\" height=\"901\" src=\"https:\/\/dev.pansapl.pansa.tech\/wp-content\/uploads\/2025\/04\/potwierdzenie_rejestracji_operatora.jpg\" class=\"attachment-full size-full wp-image-39012\" alt=\"\" srcset=\"https:\/\/dev.pansapl.pansa.tech\/wp-content\/uploads\/2025\/04\/potwierdzenie_rejestracji_operatora.jpg 1501w, https:\/\/dev.pansapl.pansa.tech\/wp-content\/uploads\/2025\/04\/potwierdzenie_rejestracji_operatora-300x180.jpg 300w, https:\/\/dev.pansapl.pansa.tech\/wp-content\/uploads\/2025\/04\/potwierdzenie_rejestracji_operatora-1024x615.jpg 1024w, https:\/\/dev.pansapl.pansa.tech\/wp-content\/uploads\/2025\/04\/potwierdzenie_rejestracji_operatora-768x461.jpg 768w\" sizes=\"(max-width: 1501px) 100vw, 1501px\" \/>\t\t\t\t\t\t\t\t<\/a>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-77e2069 elementor-widget elementor-widget-text-editor\" data-id=\"77e2069\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>After free registration at https:\/\/drony.gov.pl\/, you will receive a Confirmation of Operator Registration with a unique identification number assigned. This number should be placed on each drone for which registration is required.<\/p><p>\u00a0<\/p><p><strong>IMPORTANT!<\/strong> The operator does not have to fly the drone at all. They could be, for example, simply be the owner. In addition to the obligation to register, that person also has liabilities as an operator of an unmanned aircraft system as described in Section UAS.OPEN.050 of COMMISSION IMPLEMENTING REGULATION (EU) 2019\/947 of 24 May 2019 on the rules and procedures for the operation of unmanned aircraft.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ab2ff84 elementor-widget elementor-widget-text-editor\" data-id=\"ab2ff84\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><strong>Every drone that is not a toy and is equipped with a camera should display the operator\u2019s number, for whom the pilot is flying.<\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-caa0457 elementor-widget elementor-widget-heading\" data-id=\"caa0457\" data-element_type=\"widget\" data-e-type=\"widget\" id=\"wymagania-kategorii-otwartej\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h6 class=\"elementor-heading-title elementor-size-default\">Pilot competencies required to fly in the \u201copen\u201d category<\/h6>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-84d6c5c elementor-widget elementor-widget-text-editor\" data-id=\"84d6c5c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>To fly a drone independently, it is requided to be at least 16 years old and have the necessary competency.<\/p><ul><li>it is necessary to have knowledge of UAS manual in case of the lightest UAS (&lt;250 g),<\/li><li>in case of heavier drones (&gt;250 g), it is necessary to complete a free online training course (https:\/\/drony.gov.pl\/) and then pass a free online exam of theoretical knowledge confirming competence to fly in the A1 and A3 subcategories.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-fa43b8a elementor-widget elementor-widget-image\" data-id=\"fa43b8a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"image.default\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<a href=\"https:\/\/www.pansa.pl\/wp-content\/uploads\/2025\/04\/certyfikat_kompetencji_pilota.jpg\" data-elementor-open-lightbox=\"yes\" data-elementor-lightbox-title=\"certyfikat_kompetencji_pilota\" \/>\t\t\t\t\t\t\t\t<\/a>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ba839b6 elementor-widget elementor-widget-text-editor\" data-id=\"ba839b6\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><strong>It is worth mentioning that passing the training and passing the exam for the A1 or A3 subcategory does not mean that the pilot has complete freedom to fly a drone.<\/strong> For example, a light drone (&lt;250 g) is permitted to fly over bystanders if necessary, something we are not allowed to do with a heavier drone under normal circumstances.<\/p><p><strong>Acquiring A2 subcategory flying competency<\/strong> allows you to fly C2 class drones.<\/p><p>Operations that cannot be carried out under subcategory A1 or A2 must be carried out in accordance with the conditions specified<strong> for subcategory A3.<\/strong> <strong>This means flying within 150 meters horizontally of built-up, industrial or recreational areas,<\/strong> and ensuring that flights do not pose a danger to bystanders.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4bda37f elementor-widget elementor-widget-heading\" data-id=\"4bda37f\" data-element_type=\"widget\" data-e-type=\"widget\" id=\"ograniczenia\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h6 class=\"elementor-heading-title elementor-size-default\">Limitations of the \u201copen\u201d category<\/h6>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-2fea896 elementor-widget elementor-widget-text-editor\" data-id=\"2fea896\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>The \u201copen\u201d category was created for low-risk flights. This means that there are limitations associated with it. The most important of these are:<\/p><ul><li>the need to maintain the required distances from persons and buildings specified in the provisions of COMMISSION IMPLEMENTING REGULATION (EU) 2019\/947 of 24 May 2019 on the rules and procedures for the operation of unmanned aircraft,<\/li><li>inability to fly in DRA-RL CTR zones &lt; 1KM located 1 km from controlled communication airports,<\/li><li>inability to fly in DRA-RM\/RH CTR zones without competency at minimum level A1\/A3,<\/li><li>inability to perform flight at altitude &gt; 30 m AGL in DRA-RM CTR zones &lt;6KM located 1 -6 km from controlled communication airfields without competency at minimum level A2,<\/li><li>inability to perform flight at altitude &gt; 50 m AGL in DRA-RM CTR zones &lt;6KM,<\/li><li>inability to fly at altitudes &gt; 100 m AGL in DRA-RH CTR zones located more than 6 km from controlled communication airports.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-de15920 elementor-widget elementor-widget-image\" data-id=\"de15920\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"image.default\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<a href=\"https:\/\/www.pansa.pl\/wp-content\/uploads\/2024\/09\/kat-otwarta-3.png\" data-elementor-open-lightbox=\"yes\"
